The RTI Act has been enacted to ensure citizen’s access to public information. The act has made it mandatory for the authorities to provide information if a citizen claims it. But the long-cherished culture of secrecy is a barrier to disclose information by the authorities. The information providing authorities need a changed mindset and guideline including interpretation of the provisions of the act and policy for disclosure of information. The guidebook has been prepared to help the authorities and the designated officials. In addition to explaining the need for information disclosure policy, this publication provides a template on developing such a guideline by the authorities.
